Construction process for large-scale renovation

DESCRIPTION:

A coordinated approach to large-scale residential retrofitting in Palma de Mallorca, combining technical planning, citizen support, innovative financing and Next Generation EU funding. Through collaboration between the municipality, service providers, financial actors and residents, it aims to simplify and accelerate deep energy renovations of multi-family buildings. Digital tools are also used to support building selection, renovation planning and the assessment of environmental and social impacts at neighbourhood level.

Retrofitting is often a complex and fragmented process for residents, particularly in multi-family buildings where collective decision-making within communities of owners is required. High upfront costs, administrative procedures, subsidy applications, financing arrangements, and coordination between multiple stakeholders can create significant barriers to renovation. The solution addresses these challenges by creating a structured renovation process that supports citizens throughout the different implementation stages. It also helps municipalities play a more active role in catalysing residential retrofits, despite often having limited resources or technical expertise to coordinate large-scale renovation programmes.

APPLICATION

The city of Palma is currently testing the approach through pilot large-scale retrofitting actions for multi-family residential buildings using a novel Public Private Partnership mechanism. The process combines technical assistance, financing support, and citizen engagement activities to facilitate implementation. Several tools and methodologies developed within the project support the identification of priority buildings, assessment of retrofit scenarios, and evaluation of district-level impacts. These tools provide opportunities for scaling the approach to additional neighbourhoods and municipalities facing similar renovation challenges. The solution demonstrates how municipalities can act as facilitators of large-scale residential renovation by combining public funding opportunities, technical expertise, and private sector participation within a coordinated implementation framework.
