NextGeneration EU funding programme

NextGenerationEU is a temporary recovery instrument to support Europe’s economic recovery from the coronavirus pandemic and build a greener, more digital and more resilient future.

Palma demonstration project

The complementary activities funded as part of the ARV demo project in Palma inlcuded the energy retrofitting of private and public owned residential buildings, as well as development of new social housing.

NextGenerationEU funds partially financed a large part of the public housing projects promoted by IBAVI in recent years. These projects have included high sustainability, efficiency and circularity parameters. In the case of the 35 dwellings in Fornaris Street, the amount funded is 1.153.845 € for the construction of the building.

Between 40% and 100% of the total retrofitting cost on private owned buildings, with a minimum of 18.800 € per dwelling. Between 40 and 80% of the total retrofitting cost on public owned buildings, with a minimum of 21.400 € per dwelling.

Trento demonstration project

The complementary activities funded as part of the ARV demo project in Trento inlcuded –

The NEST Foundation, financed by the NextGenerationEU, involves 25 partners, including the Politecnico di Milano, and focuses on innovation for energy efficiency and sustainability. The project aims to foster collaboration between research, institutions and industry to develop advanced technologies and create jobs in the energy sector.

Horizon 2020 Research & Innovation programme

The ARV project and all its related innovations have received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement no. 101036723.

Horizon 2020 was the EU’s research and innovation funding programme from 2014-2020 with a budget of nearly €80 billion. The programme has been succeeded by Horizon Europe.

Finançament del Govern de les Illes Balears

The Govern de les Illes Balears is the entity that exercises executive power and directs the autonomous administration of the Balearic Islands. As part of its functions, through IBAVI (Housing Institute of the Balearic Islands) promotes social housing buildings in Mallorca, Menorca, Ibiza and Formentera. The complementary activities funded as part of the ARV demo project inlcuded the production, construction, management (planning permits, licenses…) and taxes of sustainable new social housing building.

Financing models for energy retrofitting of social housing

A financing model enabling social housing providers to install solar panels, battery storage and other energy retrofit solutions without requiring significant upfront investment or additional borrowing capacity. Instead of relying on a traditional mortgage, the contractor provides both the equipment and the financing. The cost of the installation is then repaid over time through the savings generated by self-consumed solar electricity. Once the repayment period ends, ownership of the systems is transferred to the housing provider.

Inversions Turisme Sostenible

Sustainable Tourism Fund

The Promotion of Sustainable Tourism Fund (Inversions Turisme Sostenible) of the Balearic Islands is financed through the Sustainable Tourism Tax paid by visitors staying in tourist accommodation. The fund reinvests tourism revenues into projects that improve environmental sustainability, climate resilience, and the quality of life of local communities.

The fund invested €5.16 million in the construction of a 35-unit public housing development in La Soledat, Palma, delivered by Institut Balear de l’Habitatge (IBAVI). The project demonstrates how tourism revenues can support sustainable housing by financing the use of local and eco-friendly materials, including biomass-fired ceramic products and insulation made from recycled fibres, alongside bioclimatic design strategies. The investment promotes low-carbon construction, reduces energy demand, and supports local construction value chains and traditional craftsmanship.

Toekomstbestendige Leefomgeving

The Toekomstbestendige Leefomgeving (Future-Proof Living Environment) programme is a Dutch innovation initiative supported by the National Growth Fund, bringing together more than 100 companies, research institutions, and public authorities to accelerate the transition towards an emission-free, circular, and climate-resilient built environment by 2050. With €60 million in funding from the National Growth Fund, the programme supports scalable technological and social innovations in areas such as circular construction, industrialised renovation, digitalisation, and data-driven building management.

In Utrecht, the programme supported the development of automated energy performance analyses for Positive Energy Building (PEB) retrofitting, using data-driven methods and digital tools to model building performance, evaluate renovation scenarios, and optimise retrofit measures. The approach enables housing providers to rapidly assess energy-saving and renewable energy potential across building portfolios, reducing the time and costs associated with traditional energy modelling while supporting the large-scale delivery of positive energy renovations.

AGAUR Knowledge Industry Grants

Modality B – Producte supports research teams in Catalonia in moving their innovations closer to market. This funding programme is designed for projects that have already completed the conceptualisation of a transfer plan and identified a potential product or service based on their research results.

The grants finance innovation projects with a clear proposal for value creation, grounded in validated technology or knowledge. Eligible initiatives must aim to develop a prototype or carry out activities that demonstrate the feasibility and potential impact of the proposed solution.

The programme’s main goal is to support structured demonstration activities that lead to a proof of concept or validate the value-generation proposal. By doing so, it helps reduce the technical and commercial uncertainties typically associated with early-stage research results, paving the way for successful valorisation and transfer to industry or society.

The funds enabled the development of the ALMMA prototype, a controller for managing and monitoring heat pump installations with two registered algorithms (model predictive control and fault detection and diagnosis). This prototype was installed, adapted and tested in the domestic hot water centralized production system of the Jardins de Llevant building in Palma.

R&D Aid for enterprises

This provincial aid was regulated by the so-called “Legge provinciale 6/1999” and later by “Legge provinciale 6/2023”. It supports through co-funding industrial research and experimental development activities which aim to create new products, processes, or services, or to produce substantial improvement of existing products, processes, or services. It addresses both SMEs, large companies and research centres led by enterprises.

The scheme allowed the technological development of the “Renew Wall” retrofit kit between 2019 and 2021, by co-funding research, technical assistance, lab tests and prototyping activities. It was basically instrumental to the first large-scale installation of the kit in the Trento demo in 2023.
